Mr. Winnefeld served as the ninth Vice Chairman of the Joint Chiefs of Staff from 2011-2015. As the nation’s number two ranking military officer, his portfolios included investment, personnel, strategy, policy, and operations, as well as participation as a member of the Deputies Committee of the National Security Council.
He began his naval service as a fighter pilot, flying the F-14 Tomcat during several deployments to the Arabian Gulf region, and serving as an instructor at the Navy Fighter Weapons School, also known as Topgun. During this period he also was senior aide to General Colin L. Powell.
After squadron command, he graduated first in his class from the Navy’s nuclear power school and subsequently commanded USS CLEVELAND and then USS ENTERPRISE during our nation’s response to the terror attacks of 9/11. Later he simultaneously commanded NATO Joint Command Lisbon, Striking and Support Forces NATO, and the United States SIXTH Fleet. After serving as the Joint Staff Director of Strategic Plans and Policy, he assumed command of United States NORTHERN Command and the North American Aerospace Defense Command, also known as NORAD.

Dr. Vickers was the longest serving Undersecretary of Defense for Intelligence in the department’s history.
Previously, he served as the department’s first and only Assistant Secretary of Defense for Special Operations/Low-Intensity & Interdependent Capabilities from July 2007 to March 2011, and Acting Undersecretary of Defense for Intelligence from January 2011 to March 2011.
Dr. Vickers’ federal service has spanned nearly four decades, serving in a variety of positions as a national security decision maker and intelligence community leader. In addition to his tenure at the Department of Defense, he also served in the U.S. Army as a Special Forces non-commissioned officer and Special Forces officer, and was a CIA operations officer.READ ANNOUNCEMENT

Mr. Shedd was named Acting Director of the Defense Intelligence Agency in August 2014 following four years service as Deputy Director. Until January 2015 he led the Defense Intelligence Enterprise workforce. Mr. Shedd served from May 2007 to August 2010 as the Director of National Intelligence (DNI) Deputy Director for Policy, Plans, and Requirements. From May 2005 to April 2007, Mr. Shedd served as Chief of Staff and, later, Acting Director of the Intelligence Staff to the Director of National Intelligence. Frances Fragos Townsend is an Executive Vice President at MacAndrews and Forbes Incorporated. Prior to Joining MacAndrews and Forbes in 2010, Ms. Townsend was a Corporate Partner with the law firm Baker Botts, LLP. Ms. Townsend served as Assistant to President George W.
