Morell says it is clear that pro-Russian separatists shot down the aircraft, mistaking it for a Ukrainian military aircraft. He adds that the situation puts pressure on the U.S. and Western Europe to (1) implement harsher sanctions against Russia, and (2) increase military support to Ukrainian government forces.
