Michael Carlozzi

Michael Carlozzi is a 22-year veteran of the National Security community, in the Central Intelligence Agency and Department of State. Mr. Carlozzi previously served as the Chief of Science and Technology for Weapons and Counterproliferation at CIA. The duties of this Senior Intelligence Service position include leading CIA’s technical support to US policy objectives and warfighters to collect impactful weapons and technical intelligence, production of insightful all-source analysis, and driving innovative operations against foreign weapons threats. In this capacity, he oversaw a large interagency workforce and developed CIA’s strategy for technical counterproliferation in alignment with the President’s intelligence priorities. He led an organization which developed technical solutions to provide strategic warning on emerging technologies applied to weapons programs and on pandemic risks.

Prior to this role, he led the technical action arm of a joint CIA-NSA program, guiding highly complex technical developments and operations. In this capacity, Mr. Carlozzi defined and maintained a program strategy and roadmap for the organization spanning exquisite technology developments, global operations, and bespoke analysis. He routinely represented this program to the senior-most members of the Executive Branch, Congress, foreign government leadership, and industry executives to build strong, enduring trust partnerships and advance mission. Under his leadership, the program experienced an unprecedented increase in productivity and operational pace. Mr. Carlozzi led a workforce of highly skilled, operators, analysts, research specialists, scientists, engineers, and program managers to develop, integrate, and maintain SIGINT collection systems.

Over the course of his career in Federal service, Mr. Carlozzi stood up two completely new, groundbreaking business areas of intelligence collection. He collaborated with National Security partners both domestic and globally and oversaw the greatest product expansion one new program’s history, realizing over 100% growth in just three years. Earlier in his career, Mr. Carlozzi worked as an Operations Officer at CIA, where he developed, conducted, and led audacious intelligence operations around the world.

Throughout his career, Mr. Carlozzi has been recognized for excellence in leading large organizations. He was hand-picked to lead a cohort of Senior Executive peers to shape the future of the Directorate of Science and Technology at CIA. He was selected to develop instructional material to grow the next generation of leaders in Federal Service to find their voice and build their management acumen. He has been recognized with numerous meritorious honor citations and awards for superior performance.

Mr. Carlozzi earned his degree in Electrical and Computer Engineering from Worcester Polytechnic University. He is the winner of the prestigious Presidential Rank Award in 2024.
