Beacon Global Strategies (BGS) today announced that Meredith Brooks and Gerard Lumban have joined the firm as Associate Vice Presidents in its National Security Technology Practice. Both bring deep experience at the intersection of emerging technology, government engagement, and national security policy, further strengthening the firm’s ability to help clients translate innovation into strategic advantage.
Meredith Brooks brings over a decade of experience advancing federal technology and national security priorities through strategic engagement with Congress, the White House, and Executive Branch agencies. Most recently, she spent nearly 11 years at a leading defense and technology services firm, where she was a founding member of the Government Relations team. In her role as a defense and emerging technology policy lead, she directed congressional and executive branch engagement for the company’s Chief Technology Office and Defense Technology Group, advancing priorities across AI, quantum, cybersecurity, NextG, autonomy, and industrial base innovation. She began her career on Capitol Hill and previously served as a consultant supporting federal clients in change management and program execution.
Gerard Lumban most recently served as Senior Advisor to the inaugural U.S. Ambassador for Cyberspace and Digital Policy at the Department of State, where he helped formulate and execute U.S. technology policy objectives globally while building and operationalizing a new bureau focused on digital and cyber diplomacy. Previously, Gerard accelerated technology innovation as a manager at In-Q-Tel, the strategic investor for the U.S. national security community and its allies. He also guided the operations of cybersecurity software company Endgame up through its acquisition by Elastic (NYSE: ESTC) in 2019. Earlier in his career, Gerard served at the U.S. Agency for International Development (USAID), culminating in service as Executive Assistant to the Administrator.
