Mrs. Kowalewski is currently a Senior Non-Resident Fellow at the Global Taiwan Institute with a decade of experience in Indo-Pacific foreign and defense policy. Prior to joining BGS, Mrs. Kowalewski led the Indo-Pacific portfolio as Senior Professional Staff Member of the House Foreign Affairs Committee, where she managed legislation and oversight regarding strategic competition with the People’s Republic of China (PRC), U.S. policy towards Taiwan, alliance management, and U.S. diplomatic and security posturing in the region. She previously also served as a Senior Policy Analyst for the Indo-Pacific on the Senate Foreign Relations Committee. In these roles, Mrs. Kowalewski wrote and negotiated legislation such as the renewal of the Compacts of Free Association, the Taiwan Policy Act, the Strategic Competition Act, and authored the technology chapter of a committee report on transatlantic cooperation regarding the PRC.
Prior to serving on the Hill, Mrs. Kowalewski researched and wrote on Indo-Pacific issues at various think tanks. As a Research Associate with the American Enterprise Institute, she researched, wrote, and presented on the Indo-Pacific strategy, PRC military modernization programs, and recommendations for strengthening U.S. defense alliances in the Indo-Pacific. She was also a China Research Assistant for Georgetown’s Center for Security Studies and the United States Institute of Peace.
Before her life in DC, Mrs. Kowalewski served in the Scottish Parliament as a Parliamentary Assistant working on EU case law and nuclear non-proliferation issues. She received her MA in Security Studies from Georgetown University and her LLB (Hons) from the University of Edinburgh – School of Law. She is fluent in Mandarin.
