Chelsea Libera brings human resources leadership experience to BGS, with a proven track record of driving organizational growth and employee engagement across the technology and government consulting sectors.
Prior to joining BGS, Mrs. Libera was the Director of Human Resources at Excella LLC, where she spearheaded comprehensive people strategies that fostered the company’s expansion, growing the workforce, while maintaining exceptional employee engagement. Her strategic approach encompassed benefits administration, compliance, performance management, learning and development, and employee experience initiatives. Through collaborative partnerships with internal teams and external stakeholders, she developed innovative programs and business solutions that consistently delivered measurable results in employee engagement and operational excellence.
Her career spans multiple human resources roles within the dynamic technology and government consulting industries, where she has developed expertise in scaling organizations and navigating business needs.
Mrs. Libera earned her bachelor’s degree from Christopher Newport University and maintains active engagement in the HR community as a member of the Human Resource Leadership Forum of greater Washington. Her contributions were recognized in 2024 when she was honored as one of DCA Live’s HR Leaders of the Year, reflecting her commitment to excellence and innovation in human resources leadership.
