Dr. Zack Cooper

Zack Cooper is a Senior Advisor with the Indo-Pacific practice at BGS. He is also a senior fellow at the American Enterprise Institute and teaches at Princeton University. In addition, he serves as chairman of the board of the Open Technology Fund and co-hosts the Net Assessment podcast for the Stimson Center.

He previously served as a Partner at Armitage International, helping clients understand and respond to dynamics in Washington and across the Indo-Pacific. In his government service, he held positions at the National Security Council and in the Office of the Secretary of Defense.

Dr. Cooper has also held positions in a number of leading research institutions. He previously served as the senior fellow for Asian security at the Center for Strategic and International Studies. He worked as co-director of the Alliance for Securing Democracy and senior fellow at the German Marshall Fund of the United States. And he was a research fellow at the Center for Strategic and Budgetary Assessments. He has held fellowships with the Woodrow Wilson Center, Institute of Southeast Asian Studies, and S. Rajaratnam School of International Studies, among others.

Dr. Cooper is the author of Tides of Fortune: The Rise and Decline of Great Militaries, published by Yale University Press. He is the co-editor with Michael Green of two books: Postwar Japan: Growth, Security, and Uncertainty since 1945 and Strategic Japan: New Approaches to Foreign Policy and the US-Japan Alliance. His writing has also appeared in a variety of academic journals and in popular press, including International Security, Security Studies, Foreign Affairs, the New York Times, the Washington Post, and the Wall Street Journal, among other outlets.

Dr. Cooper graduated from Princeton University with a PhD and an MA in security studies and an MPA in international relations. He received a BA in public policy from Stanford University.
