Prior to joining Beacon, Mr. Clark handled the export controls, investment screening, and emerging technologies portfolio as a Professional Staff Member on the U.S. House Committee on Foreign Affairs. In this role, he managed the development, negotiation, and movement of legislation focused on the intersection of commerce and national security, ranging from outbound investment prohibitions to international alignment of export controls against U.S. adversaries on specific technology sectors. Mr. Clark also previously served in various other roles for members of Congress, including as a National Security Advisor handling appropriations, defense, and commerce issues, and as the lead policy staffer for members handling foreign policy, technology, and economic policy. Mr. Clark also served as staff on the U.S. House Committee on Financial Services.
During his time on the Hill, Mr. Clark was the Director of Professional Development for the National Security Congressional Staff Association (NSCSA). He also participated in an array of fellowships and programs including: the Bureau of Industry and Security’s (BIS) Complying with U.S. Export Controls training; the Wilson Center’s Foreign Policy Fellowship; the Wilson Center’s Congressional Artificial Intelligence Lab; the Coalition for Deep Space Exploration Congressional Space Studies Fellowship; and the Heritage Foundation’s Congressional Fellowship program.
Mr. Clark graduated from Embry-Riddle Aeronautical University with a B.S. in Global Conflict Studies with dual minors in Homeland Security and Psychology. He also holds a Certification in Strategy and Policy Development from the U.S. Army War College.
