Greg Smithberger

Greg Smithberger is a senior cybersecurity, intelligence, and technology management executive, with more than 37 years of service to the U.S. Intelligence Community and the Department of Defense at the National Security Agency (NSA). Mr. Smithberger led significant transformations of the operations, technologies, and partnerships supporting all foreign intelligence and cybersecurity missions at NSA.

During his 24 years as a Senior Executive at NSA, Mr. Smithberger managed the full spectrum of Signals Intelligence Opera7ons (collection, codebreaking, processing, analysis, reporting, dissemination, and liaison) and Cybersecurity Operations (cyber intelligence, designing and building high assurance cryptography and other cyber defense solutions, evaluating and red-teaming national security systems, setting standards for all US national security systems, and liaison) at NSA. In addition, he managed the development, deployment, operation, and cyber defense of the globally deployed networks and technologies supporting all NSA missions and enterprise functions. He managed diverse NSA technical and operational organizations of thousands of U.S. Government personnel, executing billions of dollars annually, and constantly adapting to changes in global technology and adversary behaviors. Mr. Smithberger was posted to the U.S. Embassy in London as the NSA senior representative to the UK Intelligence Community and Ministry of Defence, led evaluation of collection capabilities across the US Intelligence Community for the Office of the Director of National Intelligence, and deployed as the senior NSA representative to US Central Command during Operations Iraqi Freedom and Enduring Freedom.

Mr. Smithberger managed every aspect of offensive and defensive cyber in operational, technology, and policy roles at NSA. He was the Chief Technology Officer (Capabilities Director), Chief Information Officer, Authorizing Official (strategic Chief Information Security Officer and Cyber Risk Manager), Acting Deputy National Manager for National Security Systems (setting cryptographic and cybersecurity standards for all US national security systems), Acting Cybersecurity Director, Deputy Director for Data Acquisition, Chief Tailored Access Operations (NSA’s offensive cyber element), a codemaker, and a codebreaker for NSA. He built, secured, operated and defended complex enterprises; penetrated complex adversary environments using every operational means; developed capabilities for both cyber offense and defense; performed complex security evaluations across large and diverse enterprises; and performed cyber policy/oversight roles (offensive and defensive).

Mr. Smithberger received Bachelor and Master of Science degrees in Mathematics from The Ohio State University. After becoming a member of the Senior Executive Service in 2001, Mr. Smithberger received three Presidential Rank Awards, as well as Distinguished Service awards from the Director of National Intelligence, the Chairman of the Joint Chiefs of Staff, and the Director of NSA.
