Kevin Kurland is a Senior Advisor with Beacon Global Strategies’ Export Control and Industrial Strategy Practice. He brings nearly three decades of expertise from the Bureau of Industry and Security (BIS) at the U.S. Department of Commerce.
Most recently, Mr. Kurland served as Acting Principal Deputy Assistant Secretary for Strategic Trade and Technology Security at BIS, overseeing export control and defense industrial base policy. Prior to this role, he served as the Principal Deputy Assistant Secretary for Export Enforcement, where he was responsible for implementing BIS’s export enforcement program. In these capacities, his responsibilities included drafting amendments to the Export Administration Regulations (EAR), processing export licenses, conducting Section 232 investigations, performing CFIUS reviews, assessing EAR compliance programs, and investigating and imposing penalties on export control and antiboycott violators.
Mr. Kurland previously served as Deputy Chief of Staff-Policy for the Under Secretary for Industry and Security from 2019-2021, Director of the Office of Enforcement Analysis from 2011-2021, and was a member of the White House Task Force on Export Control Reform from 2009-2017. His earlier BIS roles include Acting Chief of Staff for Export Administration (2009-2011), Director of the Office of Technology Evaluation (2006-2011), and Director of the Treaty Compliance Division (2002-2006).
Prior to joining BIS in 1997, Mr. Kurland worked as an international trade analyst at Graham & James, LLC.
Mr. Kurland holds an M.A. in Comparative Regional Studies Europe from American University and a B.A. in International Relations from Syracuse University. In December 2021, he was awarded the Presidential Rank Meritorious Executive Award.
