Prior to joining BGS, Marley was a Program Associate at the National Democratic Institute for International Affairs (NDI), where she was an integral part of the Democracy and Technology team. In that role, she led international programming on digital rights, internet governance, and cybersecurity, and developed training curricula for government stakeholders.
Marley has held positions at the U.S. House of Representatives and at several political and advocacy organizations, contributing to policy research, high-level event coordination, and digital communications strategy. She holds a Master of Public Policy in International Security and Economic Policy and a B.A. in Government and Politics from the University of Maryland, College Park.
