Beacon Global Strategies (BGS) today announced that Clementine Starling-Daniels has joined the firm as a Vice President in its National Security Technology Practice. A recognized leader in national security, defense innovation, and public-private engagement, Clementine brings more than a decade of experience connecting emerging technologies to strategic national security objectives.
Clementine most recently served as the founding director of the Atlantic Council’s Forward Defense program, where she led bipartisan commissions on Defense Innovation Adoption and Software Defined Warfare. Her work helped shape defense acquisition reform and accelerate the integration of advanced technologies—such as AI, space systems, hypersonics, and autonomy—across the U.S. military. She also previously led high-level task forces focused on NATO posture, contested logistics, and Arctic security, and supported NATO’s Public Diplomacy Division across multiple summits.
Her career spans a range of mission-critical domains, including special operations, space, and defense industrial base resilience. She has worked extensively with the U.S. Department of Defense, combatant commands, and the private sector to align emerging capabilities with joint warfighter needs. Clementine currently serves as a Nonresident Senior Fellow with the Atlantic Council’s Scowcroft Center for Strategy and Security, advising on maritime industrial base revitalization and wartime production strategies.

Clementine holds an M.A. in Security Studies from Georgetown University’s Walsh School of Foreign Service, where she was a Herbert Roback Scholar and Rumsfeld Graduate Fellow, and a B.Sc. in International Relations and History from the London School of Economics.
